No COLA in This Contract: Unlike Stroudsburg (2.5%โ€“2.75% plus step) or Northampton (flat dollar increases across all steps), East Stroudsburg's 2021-24 CBA provided step movement only โ€” no percentage-based raise for teachers already at their step maximum. Article X ยงC โ€” No COLA Raises:
The 2021-24 contract provides only step movement: "During each year of this agreement (2021-22, 2022-23, & 2023-24), eligible bargaining unit members... shall advance one step on the salary schedule." There is no percentage-based raise embedded in this contract. Top-step teachers received $0 increase for 3 years.
Article XI ยงD โ€” Faculty Meetings (up to 3/month):
"Teachers may be required to remain after the end of the regular workday, without additional compensation, for the purpose of attending general faculty or departmental meetings. Such meetings shall not exceed three (3) per month, shall begin promptly, and shall run for no more than one (1) hour." Compare: Stroudsburg = 2/month.
Article XII ยงG โ€” Sick Day Payout:
"Unused sick leave at retirement shall be paid at the current daily substitute rate for sick day reimbursement at the time of his/her retirement." Must have 20 years at ESASD. Max: 220 days. Payment into 403(b) โ€” non-elective, no cash option.
Article XI ยงI โ€” Planning Time (detailed):
Elementary: minimum 425 minutes per 6-day cycle. Intermediate: minimum 504 minutes per 6-day cycle. High School: minimum 420 minutes per 5-day cycle. This is one of the most detailed and generous planning time provisions in the region, particularly for intermediate teachers.
Article XII ยงF โ€” Retiree Health Insurance:
"The Board agrees to pay the monthly premiums for health insurance for any employee who retires... and who meets the following conditions: (1) Is age 60 or older with at least 25 years of service (of which at least 15 must have been with the East Stroudsburg Area School District); or, (2) Whose age plus years of service exceeds the sum of 83 while the retirement system 53/30 window is in effect." Single coverage until Medicare eligibility.
Article XIII ยงB2 โ€” Bereavement (Spouse/Parent/Child):
"Up to five (5) consecutive or non-consecutive work days leave of absence will be allowed by this agreement for a husband, wife, mother, father, son, daughter, step-father, step-mother, step-son, or step-daughter." This is the most generous bereavement provision in the comparison set โ€” most districts allow only 3 days.

Article XI ยงF โ€” IEP Preparation Release Time:
Case managers receive 4 work days per year (or equivalent half-days) for IEP preparation, re-evaluation, and conferencing. Upon request, 1 additional summer work day paid at per diem rate. Requires preapproval from special education supervisor and building principal.
๐Ÿ“Š Column (Horizontal) Movement
Post-Bachelor's: Every 6 undergraduate or graduate credits, up to 30 credits max (B+6, B+12...B+30). No prior approval needed for post-BA credits.

Post-Master's: Every 6 graduate credits beyond Master's, up to 48 additional credits (M+6...M+48). Credits must be in the employee's subject area and approved in advance. Must maintain "B" average ("C" acceptable if balanced by "A").

IU Credits (post-2021): New hires no longer eligible for IU credit horizontal movement post-BA/BS. Existing employees may continue IU credits post-Masters only.

Horizontal movement effective dates: 1st, 9th, and 17th pay period โ€” documentation due 45 calendar days prior.
